A Vietnamese woman in her 20s was doing her technical intern training in nursing care. However, a person working for the supervising organization suddenly came and took her to the airport by car. She was put on a plane and sent back to Vietnam.
She had come to Japan with a debt of about one million JPY, but she had only worked for three months. Four days later, she returned to Japan with her own money and stayed at her friends’ houses. At that time, she had a relationship with an illegal resident and got pregnant. Since she had no further relationship with him and he was not financially capable, she chose not to inform him of the baby. However, she could not find a job and was in trouble.

Help from Support Groups

She consulted with a nonprofit organization in Tokyo. With their support, she passed an interview at a food processing company. She signed an employment contract with the company, obtained a new status of residence, and gave birth shortly after.
Deportation is Illegal
It seems that it was the company’s intention to force her to return home. However, there is a provision in the Operational Guidelines for the Technical Intern Training that states as follows. It is illegal to force trainees to return home against their will.
- If a technical intern trainee is to be sent home in the middle of a technical internship, the trainee must be fully informed in writing that there is no need to return home against their will, and that their intention to return home has been confirmed, before notifying the OTIT (Organization for Technical Intern Training).
- If the technical intern trainee wishes to continue the technical internship, the receiving company or supervising organization must take responsibility for securing the next training site.
Status of Residence after Returning to Japan

The expiration date of her status of residence as Technical Intern Training was approaching. The municipal office staff taking care of pregnant women advised her to change her status to Temporary Visitor (30 days) and she renewed it every month.
When she was reemployed, she submitted her employment contract to the Immigration Bureau (Immigration Services Bureau) and had it changed to Designated Activities (Employment Permitted) on the condition that she would pursue to become a specified skilled worker. This is a special measurement due to the COVID-19 pandemic.
Others
- Childbirth expenses: She received a subsidy from the municipal office and paid only 50,000 JPY out-of-pocket.
- Childcare: Her parents in Vietnam took care of her child, and she started working.
Problem #4: “Sudden Dismissal Under Specified Skilled Worker”
A foreigner was told that he would be dismissed from his job soon after he started working as a specified skilled worker. Although specified skilled workers can change jobs, he was unable to find a new job immediately and was in trouble. Here is how he solved the problem.
Problem #6: “If You are Asked to Return Home During Your Technical Internship”
Frequently in technical intern training, trainees are asked to sign a document stating that you are resigning (returning home) at your own request, even though you are being forced to quit against your will. If you sign, you will be at a disadvantage when changing your status of residence to change jobs. Let’s look at some examples of senior trainees.
